Prevention Services

We are proud to serve as a Prevention Resource Center, one of only ten providers leading Missouri in community-based, primary prevention of substance use, suicide, and other behavioral health challenges. Our prevention work focuses on reducing risk factors and building protective factors by strengthening communities, educating individuals, and empowering youth.

Through our contracts with the Missouri Department of Mental Health and the Division of Behavioral Health, we partner with local coalitions, schools, businesses, and other community organizations to create safer, healthier environments where adults and youth can thrive.

Primary prevention focuses on reducing risk and increasing protective factors before substance use or related harms occur. Rather than responding after a crisis, prevention work builds knowledge, resiliency skills, and community systems that support long-term wellness for individuals and communities.

Prevention Consultants of Missouri joined Compass Health Network and has strengthened our prevention services across our southern and central regions.

Overdose Information, Education, and Resources

SIGNS OF OVERDOSE
& How to Respond

You might see:

  • Heavy breathing, snoring, or gurgling
  • Small, constricted “pinpoint” pupils
  • Discolored skin (nails or lips)
  • Unresponsive but awake
  • Slow or erratic pulse
  • Limp body

They might experience:

  • Seizures
  • Chest pain
  • Drowsiness
  • Hallucinations
  • Visual disturbances
  • Diarrhea, stomach pain

What to do:

  • Call 911 immediately
  • Administer naloxone, if available
  • Try to keep the person awake & breathing
  • Lay the person on their side to prevent choking
  • Stay with the person until emergency assistance arrives

Narcan and Fentanyl Test Strips

What is Naloxone?

Naloxone is a medicine that rapidly reverses overdose. It is an opioid antagonist. This means it attaches to opioid receptors and reverses and locks the effects of other opioids. Naloxone can quickly restore normal breathing to a person if their breathing has slowed or stopped because of an opioid overdose. But, Naloxone has no effect on someone who does not have opioids in their system, and it is not a treatment for opioid use disorder. Examples of opioids include heroin, fentanyl, oxycodone (OxyContin), hydrocodone (Vicodin), codeine, and morphine. Resources: Naloxone DrugFacts | National Institute on Drug Abuse (NIDA)

Fentanyl Test Strips (FTS)

Fentanyl Test Strips (FTS) are a low-cost harm reduction tool that can be used to prevent overdoses in combination with other strategies. FTS are small strips of paper that can detect the presence of fentanyl in different kinds of drugs (cocaine, methamphetamine, heroin, etc.) and drug forms (pills, powder, and injectables). FTS can inform people about the presence of fentanyl so they can take steps to reduce their risk of overdose. While FTS are an important harm reduction tool, they may not work in all cases. Further, they can’t tell you how much fentanyl is in a sample, just if it contains fentanyl. Drugs may contain deadly levels of fentanyl, and you wouldn’t be able to see it, taste it, or smell it. It is not possible to tell if drugs have been mixed with fentanyl unless they are being tested.
Resources: Naloxone DrugFacts | National Institute on Drug Abuse (NIDA)

The “chocolate chip cookie effect” is a term used to describe the uneven distribution of fentanyl or other active substances within a batch of illicit drugs, especially in the form of pills or powders. This uneven distribution is a significant danger to those who use these drugs, even if they attempt to test them.

Here is how the analogy works:
The cookie: represents the entire batch of drug, such as a pressed pill or a bag of powder.
The chocolate chips: represent the fentanyl or other potent substances mixed within the drug.

In summary, the chocolate chip cookie effect is a critical reminder of the dangers of using illicit drugs due to the unpredictable and uneven presence of potent substances like fentanyl.

Lower the risk of overdose:
In addition to using fentanyl test strips to know if fentanyl is in your drugs, there are other ways to lower your risk of overdose. You can take steps to keep yourself and others safe:
  • Keep naloxone readily available on you and at homeNaloxone is available in all 50 states. If you have been prescribed high-dose opioids, talk to your doctor about co-prescribing naloxone. You can also get naloxone at your local pharmacy, without a prescription or from community-based naloxone programs and most syringe services programs.
  • Avoid mixing drugs. Mixing multiple stimulants like methamphetamine and cocaine, depressants like opioids and alcohol, or a combination of both can cause harm and potentially death.5
  • Don’t rely on a previous source or experience. Knowing where your drugs come from doesn’t mean they’re safe. And even if you have used drugs before, your body could react differently every time.
  • Never use drugs alone. Make sure the people around you are aware when you have taken drugs in case they need to give you naloxone or call for emergency assistance.
  • Ask for help if you’re ready to get treatment for your addiction. Recovery from substance use disorders is possible—it’s okay to ask for help. You can find evidence-based treatment and service options near you by visiting findtreatment.gov or by calling the 24/7, National Helpline at 800-662-HELP (4357).

Compass Health Network Announces Prevention Consultants of Missouri Joining Organization

Clinton, Missouri — Compass Health Network is pleased to announce that Prevention Consultants of Missouri (PCMO) joined the organization, strengthening Compass’s prevention efforts across the state, as of January 1, 2026.

As part of this integration, Jamie Myers, Executive Director of Prevention Consultants of Missouri, will oversee all Department of Mental Health (DMH)–contracted prevention programming for Compass Health Network, including C2000 (Community 2000), Mental Health First Aid, and the Firearm Suicide Prevention Grant. Compass Health Network is a contracted DMH provider of prevention services in 29 Missouri counties, with PCM leading prevention efforts in the southern region of the state.

C2000 is DMH’s statewide prevention framework designed to support community coalitions in reducing substance use and improving youth mental health outcomes. Through this program, Regional Support Centers and local coalitions receive training, technical assistance, and connections to DMH and community resources that strengthen prevention capacity at the local level.

Based in Rolla, Missouri, Prevention Consultants of Missouri has served as a DMH-contracted Prevention Resource Center since 1993, supporting prevention efforts across an eight-county region. In addition to its DMH contracts, PCMO delivers prevention programming through contracts and grants with five additional state and local organizations.

PCMO has a long-standing history of delivering evidence-based prevention programs and community education, including initiatives such as Too Good for Drugs, anger management classes, parent education programs, and counseling services for children and families. For more than 22 years, PCM’s Mentoring Makes a Difference program has provided over 55 local youth annually with one-on-one adult mentors. The organization employs 20 full- and part-time staff members and coordinates nearly 60 volunteers through its mentoring program.

“We are incredibly excited to welcome Prevention Consultants to our team,” said Tim Swinfard, President and CEO of Compass Health Network. “Over the past 20 years, I have seen firsthand the meaningful impact Jamie Myers and his team have made in the South-Central Missouri community. Bringing that level of leadership and experience to Compass Health Network’s Prevention team creates a powerful opportunity to expand this work across Central and Western Missouri. Compass is also committed to continued investment in prevention efforts in South Central Missouri. With the many challenges facing today’s youth and families, it is more important than ever to reach individuals early, before concerns escalate or become more serious.”

By integrating Prevention Consultants of Missouri into Compass Health Network, the organization continues to advance its commitment to proactive, community-based prevention services that support youth, families, and communities across Missouri.

“We are excited about the opportunity to enhance substance use prevention efforts for kids, families, and communities across Missouri,” said Jamie Myers, Executive Director of Prevention Consultants of Missouri. “Joining Compass Health Network will help strengthen the positive outcomes we’re seeing in youth substance use prevention, both regionally and statewide. We see and believe in the value of working upstream. With Compass Health’s resources and organizational capacity, we can expand sustainable prevention programs throughout Missouri. Prevention Consultants of Missouri will bring valuable professional experience and innovative strategies, contributing to our collective success in prevention.”

Compass Health Network remains dedicated to investing in prevention as a critical component of behavioral health care. With growing challenges facing youth and families, prevention services play an essential role in reaching individuals early, strengthening protective factors, and promoting long-term wellness.

Compass Health Network Continues WIC contract

Osceola, Missouri – Compass Health Network announces a contract continuance to provide WIC services for federal fiscal year 2025 has been signed with the Missouri Department of Health and Senior Services.

Women, Infants, and Children (WIC) is a special supplemental nutrition program providing services to pregnant women, new mothers, infants, and children up to their 5th birthday based on nutritional risk and income eligibility. The primary services provided are healthy, supplemental food, risk assessment, nutrition education and counseling, breastfeeding promotion and support, health screening and referrals to health care. To be eligible for WIC, applicants must have an income of less than or equal to 185% of the poverty level and be at nutritional risk. Migrant families are also eligible.

WIC supplemental food packages are specially chosen to provide foods high in protein, iron, calcium, and vitamins A and C. Eligible women and children receive fortified milk and cheese, eggs, whole grain bread products, hot or cold cereals, 100% fruit juices, and fresh or frozen fruits and vegetables. The WIC program recommends breastfeeding and provides breastfeeding support, baby foods, and infant cereal. For women who cannot or choose not to breastfeed, infants may receive supplemental, iron-fortified formula. WIC participants obtain their food using their eWIC cards for specific items at participating local grocery stores and pharmacies.

Studies confirm that pregnant women who enroll in WIC during the early months of pregnancy have fewer low birth weight babies, experience fewer infant deaths, see the doctor earlier in pregnancy and eat healthier.

WIC is administered in St. Clair County by Compass Health WIC. People interested in applying or who need more information should contact Compass Health WIC at 417-646-1269. WIC clinics are offered at the following location(s):

Compass Health WIC: 101 Hospital Drive, Osceola, MO. 64776 (Mon-Fri 10:00 a.m. to 4:30 p.m.)
